Не могу понять, в чем косяк c доступами:

$ id
uid=10026(forums) gid=10026(forums) groups=10026(forums)
$ ls -al /usr/www/forums/www.forums.ru/htdocs/
total 288
drwxr-xr-x  10 forums forums 3072 Aug 29  2014 .
drwxr-xr-x   5 forums  forums    512 Apr 16  2012 ..
-rw-r--r--   1 forums  forums   7597 Feb 16 16:02 .htaccess
.... //тут список файлов/папок сайта
$ mkdir /usr/www/forums/www.forums.ru/htdocs/test
mkdir: /usr/www/forums/www.forums.ru/htdocs/test: Operation not permitted

Копирование из другой папки тоже не работает.

Тач работает вне этой папки (шелл лежит у соседа, с тем же uid/gid)

schg - системный флаг "неизменяемости", который может устанавливать только root. Файлы с таким флагом schg нельзя изменять вообще: редактировать, перемещать, заменять. Сама файловая система будет пресекает попытки как-то затронуть этог файл. Этот флаг нельзя изменить, когда система работает на уровне безопасности 1 и выше.
